A little over a year ago, Canadian Prime Minister Mark Carney unveiled the Build Canada Homes initiative in Ottawa, aimed at addressing the housing crisis and expediting residential construction. The agency is dedicated to enhancing the delivery of affordable housing, responding to concerns within the industry about the slow pace of housing development nationwide.
To date, Build Canada Homes has committed to supporting the construction of approximately 19,000 affordable housing units across Canada, with only around 2,000 units currently under construction. Dave Wilkes, the president and CEO of the Building Industry and Land Development Association in Toronto, expressed the need for faster progress, emphasizing the industry’s impatience for results.
Having recently transitioned into a Crown corporation, the federal housing agency has encountered administrative challenges, including navigating bureaucratic processes, securing land transfers, and finalizing intergovernmental agreements. According to Build Canada Homes spokesperson Joshua Coke, the initiative marks the initial steps in response to the heightened demand for affordable housing in the country.
While the agency primarily focuses on developing non-market housing with income-linked rents, it also collaborates with developers to create affordable housing for the middle class. Federal Housing Minister Gregor Robertson acknowledges the historical absence of Ottawa in addressing housing affordability and emphasizes the government’s renewed commitment to tackle the issue.
Kevin Fettig from CMI Financial highlights the significant gap in housing supply, stressing the necessity to accelerate the pace of construction to restore affordability levels seen in 2019. The Canada Mortgage and Housing Corporation (CMHC) underlines the need for an annual construction of 417,000 to 469,000 units by 2036 to meet the growing demand.
Both market and non-market housing are deemed essential by CMHC’s chief economist, Mathieu Laberge, to alleviate affordability challenges. Wilkes credits initiatives like the HST rebate and reduced development charges in Ontario for positively impacting housing markets like Toronto.
The partnership between Ottawa and Alberta to construct over 1,460 affordable homes underscores the ongoing efforts to address housing needs in rapidly growing provinces. Build Canada Homes is committed to promoting innovative construction methods to expedite projects and enhance affordability, aligning with the mission to modernize the industry.
