A recent 911 service disruption in multiple Canadian provinces lasting about 90 minutes was attributed to an unnoticed software glitch within Bell’s system, according to a report released by the company. The incident, which occurred at 3:13 a.m. ET on September 17, affected regions including Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, and Prince Edward Island.
Bell clarified that the outage was not a result of cyber-attacks or any deliberate changes, stated Philippe Gauvin, Bell’s assistant general counsel. The issue stemmed from a software bug impacting elements of Bell’s advanced 911 system, known as NG9-1-1, which enables the public to provide detailed emergency information to responders for quicker and more informed assistance.
Following the identification of the root cause, Bell restored service at 4:40 a.m., implementing a permanent solution shortly after. Although the disruption affected call routing across six provinces, Bell assured that backup systems successfully managed most calls, with no critical public safety incidents reported due to missed calls.
Bell expressed its commitment to enhancing emergency calling services’ reliability and resilience to prevent future interruptions like the September 17 outage, the first of its kind since the system’s launch earlier in 2022. The company is actively investigating why early alarms failed to trigger a prompt response, implementing additional monitoring mechanisms as a precautionary measure.
In the publicly released report, Bell withheld specific details about the software flaw to prevent potential exploitation by hackers. The company emphasized the importance of safeguarding the 911 infrastructure from vulnerabilities to ensure public safety.
The National Emergency Number Association (NENA) acknowledged the resilience of Canada’s 911 system but highlighted the inevitability of occasional technological issues. The CRTC has mandated the decommissioning of all legacy 911 systems in Canada by March 31, a deadline extended to 2027 from the original 2025 target date.
