Former Chinese premier Zhu Rongji has passed away at the age of 97, as confirmed by state media reports. The official Xinhua news agency announced that Zhu succumbed to an illness in Beijing around 11 a.m. on Wednesday. Known for his assertive and sharp-witted approach, Zhu played a pivotal role in propelling China’s economic growth by implementing significant reforms in the 1990s, including steering the country towards membership in the World Trade Organization.
Originally sidelined to rural areas for endorsing reforms in communist nations, Zhu transformed China’s economic landscape during his tenure as premier from 1998 to 2003. Despite facing resistance from conservative factions within the Communist Party and state-owned enterprises, Zhu spearheaded efforts to enhance the efficiency and profitability of state-owned companies, resulting in significant layoffs but paving the way for China’s ascension to the position of the world’s second-largest economy after the United States in 2010.
Building on Deng Xiaoping’s reform initiatives from 1979, Zhu was instrumental in implementing groundbreaking changes such as China’s accession to the WTO, which played a pivotal role in positioning China as a global export powerhouse. These reforms contributed to sustaining economic growth above eight percent annually from 2000 to 2010, reaching a peak of 14.2 percent in 2007.
Assuming the role of premier at 69 in 1998, Zhu gained popularity for his candid criticism of government shortcomings and corruption, often taking personal responsibility for failures. His no-nonsense approach earned him monikers like “Boss” and “Madman Zhu.” Zhu’s efforts in curbing inflation as a deputy premier in the 1990s, by enforcing price controls and revamping money-losing state enterprises, laid the groundwork for his confrontations with conservative elements resisting reform.
Zhu’s relentless pursuit of WTO membership involved protracted negotiations that commenced in the 1980s. Despite facing challenges, including criticism both domestically and internationally, Zhu successfully steered China’s entry into the WTO in December 2001, cementing the country’s commitment to free trade.
Additionally, Zhu kickstarted a surge in home ownership in 1998 by initiating the sale of apartments owned by state entities, leading to a significant shift towards private ownership in urban housing within a decade. While advocating for market-oriented reforms in sectors like banking and airlines, Zhu maintained a stance on retaining government ownership over privatization.
Born in Mao Zedong’s home province of Hunan on October 23, 1928, Zhu endured a tumultuous early career marked by political persecution during the Cultural Revolution. Rehabilitated in 1979, Zhu’s swift rise through political ranks saw him assuming key roles in Shanghai and eventually the central government, where he continued to advocate for transparency and accountability.
Zhu’s willingness to acknowledge and rectify official failings, including incidents like the mishandling of floods and explosions, endeared him to the public and set him apart from traditional party leaders. Known for his humor and self-deprecation, Zhu injected a sense of levity into the party’s image, while also underscoring his commitment to fiscal reforms that aimed to enhance revenue sharing between local and central authorities.
