During the 2021 heat dome event in British Columbia, Stephen Nelson experienced the rapid escalation of temperatures turning fatal. Residing at the Keefer Rooms in Vancouver’s Downtown Eastside (DTES), Nelson recounted the struggle of his neighbor, Mario, who succumbed to the extreme heat. Mario’s inability to care for himself prompted Nelson and his girlfriend to assist by ventilating his room and providing hydration. Tragically, Mario was found deceased after a period of unmonitored rest.

According to a coroner’s report from the B.C. Coroners Service, Mario’s death was linked to the heat wave exacerbating his pre-existing health issues. The report also indicated that there were no other recorded fatalities at the Keefer Rooms during that period.

The Keefer Rooms, among approximately 100 single-room occupancy buildings in Vancouver, lack adequate cooling infrastructure and are susceptible to hazardous heat levels during such climatic events. A review panel established by the B.C. Coroners Service revealed that 10% of the 619 heat-related deaths occurred in social housing, including SROs.

Despite the crisis, residents of SROs rallied together to address the challenges posed by extreme heat. Wendy Pedersen established the Downtown Eastside SRO Collaborative Society, which mobilized tenants to form “H2O teams” that monitor neighbors and distribute water during heatwaves. Efforts have led to the creation of cooling rooms in SRO buildings, with plans for further expansions supported by Vancouver city council funding.

Roger Haskins, a tenant actively involved in monitoring building temperatures, highlighted the inadequacy of the electrical infrastructure for accommodating air conditioners. Gabby Doebeli, a researcher at the University of British Columbia’s Centre for Climate Justice, emphasized the persistent indoor heat challenges that hinder residents’ comfort and sleep quality.

Daniel Gagnon, a heat physiologist, stressed the heightened vulnerability of individuals in buildings lacking proper cooling systems during heatwaves. Despite the shortcomings of SRO buildings, Pedersen emphasized their vital role as affordable housing options preventing homelessness.

At the Arlington SRO building, tenants have fostered a sense of community while enhancing safety measures during extreme heat. Cooling rooms, funded by various entities, have not only provided relief but also facilitated social interactions among residents. Funding gaps remain a challenge for initiatives such as installing heat pumps and ensuring cooling options for tenants.

Acknowledging the imperfections of SRO buildings, authorities underscored the necessity of preserving and improving these housing solutions. Efforts are underway to secure additional funding for upgrades and climate-resilient measures in SROs, recognizing their significance in supporting vulnerable populations in Vancouver’s Downtown Eastside.
