A young female prison officer has received a suspended sentence after engaging in an inappropriate relationship with an inmate. Megan Breen, 23, initiated the affair with a prisoner at HMP Usk and HMP Prescoed in Gwent, South Wales. Initially denying the relationship, she later confessed to her actions.
Breen traveled 175 miles to meet the convicted drug dealer for a sexual encounter in a hotel room during his home release. She also interacted with the inmate’s family during a trip to Liverpool and exchanged numerous messages while he was incarcerated.
She was sentenced to a 10-month suspended prison term for her actions. The prosecution revealed that Breen’s confession came to light when she revealed the relationship to a colleague while showing a photo of the male prisoner on a computer screen.
Despite acknowledging the seriousness of her actions, Breen’s sentence was suspended for 18 months due to her status as a single mother with a young child and another on the way. The judge emphasized that Breen understood the consequences of her behavior, but due to the exceptional circumstances of her children relying on her, immediate custody would have a detrimental impact.
HMP Usk accommodates 280 inmates and operates jointly with HMP Prescoed, an open prison three miles away. Recent data from the Ministry of Justice indicates a rise in misconduct cases involving prison staff, with 19 instances reported between 2023 and 2024, marking the highest number in the past decade.
In similar cases, other prison staff members have faced legal repercussions for inappropriate relationships with inmates. Tracy Boateng received a suspended sentence for engaging in misconduct at HMP Pentonville, while Katie Evans was jailed for her involvement with a prisoner named Daniel Brownley. Linda De Sousa Abreu, a former HMP Wandsworth officer, was also imprisoned for having sexual relations with an inmate in a cell, a video of which circulated widely on social media.
