Spanish authorities have characterized the recent events in Ceuta as an “absolute chaos,” “unsustainable,” and “a violation.” Reports indicate that at least 57 individuals have lost their lives following the breach of tens of thousands of migrants into Spain’s Ceuta enclave from Morocco by both land and sea. This sudden influx has created shock and division within Europe.
Approximately 60,000 people are estimated to have crossed into the Spanish enclave in North Africa on Thursday, with around 48,300 individuals having returned to Morocco by Friday evening. Many migrants arrived by sea, either swimming the five kilometers from the Moroccan town of Fnideq or attempting to cross from the nearby town of Belyounech, which is a shorter distance.
Some of those who managed to cross appeared to be children and unaccompanied minors, raising concerns from a Moroccan NGO about the dangers faced by children during irregular migration journeys.
The city of Ceuta, an 18.5-square-kilometer peninsula with a population of about 83,000 people, is separated from mainland Spain by the Strait of Gibraltar. Ceuta and Melilla, another Spanish territory located around 400 kilometers east, are both autonomous cities belonging to Spain and represent the EU’s sole land borders with Africa.

Ceuta and Melilla are heavily fortified due to their attractiveness as entry points for those seeking to enter Spain from Morocco and other African regions.
Spain serves as a primary gateway into Europe for migrants in search of improved economic prospects or refuge from violence in their home countries. Many migrants arriving in Ceuta or Melilla are often returned immediately, while others are processed and given the opportunity to apply for asylum in Spain.
The recent surge towards the border in Ceuta has been linked to a ruling by the Spanish Supreme Court, which stated that migrants arriving by sea cannot be summarily deported, unlike those crossing by land or climbing the border fence. Spanish Prime Minister Pedro Sánchez attributed the surge to human smugglers exploiting the legal decision.
The response to the influx involved Spain deploying armed forces and additional police to restore order in Ceuta. Spanish authorities aimed to swiftly expel those who entered illegally, while on the Moroccan side of the border, security forces used batons and tear gas to deter further crossings.
As the situation unfolds, media reports have highlighted the challenges faced by migrants, including a lack of food and shelter in Ceuta, leading many to consider returning to Morocco. Despite some individuals returning, there are still reports of migrants attempting to enter Ceuta by swimming around the breakwater.
