The European Union is eyeing Canada to potentially become its first “associate member” as global trade alliances shift away from the United States. In a recent state of the union address, European Commission President Ursula von der Leyen emphasized the need for the EU and Canada to revamp their partnership beyond a basic free-trade agreement.

Prime Minister Mark Carney echoed this sentiment in his speech, highlighting Canada’s focus on resilience and sovereignty. He proposed deeper integration in critical sectors such as minerals, AI, defense, energy, research, and finance to strengthen ties with the EU.

Although the term “associate member” isn’t currently a formal EU designation, Canada is poised to enhance its trade relations with Europe. Comparing Canada’s economic performance to potential EU peers, data from the OECD places Canada in the middle ground in terms of GDP per capita, surpassing countries like France, Italy, and Spain but lagging behind nations like Australia and Iceland.

In terms of inflation, Canada has fared relatively well compared to EU members, with a lower inflation rate in 2025 and better pandemic resilience. However, Canada’s total debt-to-GDP ratio would rank among the highest in the EU if it were a member, trailing behind countries like France, Italy, and Greece. The International Monetary Fund has advised Canada to prioritize reducing this ratio for better fiscal planning.

In trade relations, Canada imported around $92 billion and exported about $39 billion worth of goods with the EU last year. Germany plays a central role in this trade dynamic, with Canada importing machinery, vehicles, and pharmaceuticals, while exporting energy products, ore, and precious metals to the economic powerhouse of the EU.
