“DWP to Target Benefit Fraud with New Bank Data Measures”

The Department for Work and Pensions (DWP) is set to implement new measures to combat benefit fraud by seeking data from pensioner bank accounts. The upcoming Public Authorities (Fraud, Error and Recovery) Bill will grant the Government the authority to recover funds directly from the bank accounts of individuals involved in benefit fraud activities. Financial institutions will be mandated to report any suspicious transactions, and the DWP will have the ability to request bank statements from individuals under investigation, but direct access to bank accounts will not be allowed.

Expected to be enforced from April 2026, the revised Bill, currently under review in the House of Lords, will encompass individuals receiving Pension Credit, as reported by the Telegraph. Recent statistics indicate that in February 2025, around 1.36 million pensioners were receiving Pension Credit, with April 2025 showing overpayments amounting to £610 million, out of which £270 million was attributed to fraudulent claims.

The crackdown on benefit fraud is part of a broader government initiative aimed at saving £9.6 billion over the next five years. An estimated £7.4 billion was lost to benefit fraud in the previous year. A DWP spokesperson emphasized that decisions impacting benefit entitlement due to fraud or errors will always involve human oversight, maintaining fairness and proportionality. The anticipated savings from the Fraud, Error and Recovery Bill, estimated at £1.5 billion over the next five years and part of a larger reform, are projected to reach £9.6 billion by 2030 according to OBR estimates.

Additionally, the Bill includes provisions for DWP crime investigators to apply for search warrants to seize evidence, such as computers and smartphones, from fraudsters. Furthermore, the time limit for civil claims related to Covid fraud will be extended from six to twelve years. The DWP, responsible for providing benefits to almost 24 million individuals, continues to address systemic challenges within the social security system. DWP minister Liz Kendall expressed concerns in March about the system’s shortcomings, highlighting issues such as high dependency on sickness and disability benefits, youth unemployment, and the increasing number of individuals claiming Personal Independence Payments, particularly among young people and those with mental health conditions.
